The Assignment
The Assam Urban Infrastructure Development and Finance Corporation Limited (AUIDFCL) is a wholly government owned company established to drive the urban transformation of the Indian state of Assam. In the initial years of its incorporation MaGC supported AUIDFCL in preparing a five-year Strategic Plan and a Recruitment Policy. The assignment was undertaken in partnership with Janaagraha – a leading NGO working on urban matters.

MaGC’s Approach and Methodology
MaGC adopted a pragmatic, evidence-based approach to develop the Strategic Plan and Recruitment Policy, drawing on lessons from similar institutions across India. The team undertook a landscape study of sectoral best practices, followed by field visits and consultations with key stakeholders, insights from which were synthesised into consultation notes for discussion. The draft Strategic Plan and Recruitment Policy were refined through a series of validation workshops with AUIDFCL officials and experts, ensuring that the final deliverables were both practical and contextually relevant.

The Output
As a newly incorporated entity, AUIDFCL benefited from a comprehensive five-year Strategic Plan that clearly articulated its goals and provided a framework for long-term planning and effective resource allocation. The detailed implementation roadmap that was part of the Strategic Plan enabled progress tracking and translation of strategic objectives into measurable outcomes.

The Recruitment Policy equipped AUIDFCL with a clear approach to align roles with organisational priorities, thereby facilitating the recruitment of skilled talent to deliver on its mandate.
